September 2010 Wie dramatisch Hochwasser unser Leben und unsere Existenz bedrohen kann, hat uns zuletzt dieser Sommer gezeigt: im Mai und August mit massiven Überflutungen vor allem im östlichen Mitteleuropa, es kam zu Todesfällen und massiven Sachschäden. Wie sehr vor allem bauliche Eingriffe in früheren Überflutungsflächen zu den Katastrophen beitragen, wird überall in Europa deutlich. Millionen Menschen in Europa sind potenziell einer massiven Hochwasserbedrohung ausgesetzt. Was viele nicht wissen: Allein in Paris sind 850.000 Menschen und 100.000 Unternehmen potenziell von Fluten der Seine bedroht - 90% der früheren Überflutungsflächen des Flusses sind inzwischen bebaut.
Um Städte zu schützen, unterstützt die EU in den nächsten zwei Jahren das europäische Projekt FloodResilienCities (FRC), an dem Städte wie Paris, Dublin, Mainz, Bradford und Brüssel teilnehmen. Ihre Projekte dienen als Modelle für andere Städte in Europa. Mit Pilotprojekten schützen sie ihre Städte vor den Fluten, klären die Bevölkerung auf und versuchen, modernen Städtebau mit Hochwasserschutz in Einklang zu bringen.

What is FRC?
FRC stands for FloodResilientCity. It is an EU-funded project which enables responsible public authorities in eight cities in North West Europe to make their urban areas more flood resilient. 'Resilience' means 'ability to recover quickly and easily'. The FRC project runs from May 2007 until April 2012.
Aim of the project
The aim is to integrate the increasing demand for more houses and other buildings with the increasing need for more and better flood risk management measures in their cities. This will be done through a combination of transnational cooperation activities and regional investments. The focus lies on exploring synergies between the so-called four As: flood awareness, flood avoidance, flood alleviation and flood assistance. Partners of the FRC project can learn from each others flood management and urban planning approaches, not only at the level of technological experts but also at the level of the political decision makers and the general public.
Partner organisations
The FRC consortium consists of 9 public authorities in Bradford (UK), Brussels (BE), Dublin (IR), Leuven (BE), Mainz (DE), Nijmegen (NL), Orléans (FR) and Paris (FR) and 2 universities: the Pennine Water Group of the University of Sheffield (UK) and the Ecole des Ingénieurs de la Ville de Paris (FR). Lead partner is the Programme Directorate Room for the River of the Directorate General for Public Works and Water Management (NL).
INTERREG IVB North West Europe
The FRC project is part-financed by the European INTERREG IVB North West Europe programme. INTERREG IVB NWE is a financial instrument of the European Union's Cohesion Policy. It funds projects which support transnational cooperation. The aim is to find innovative ways to make the most of territorial assets and tackle shared problems of Member States, regions and other authorities.
